Data collection
HESES
The data collected in the Higher Education Students Early Statistics 2025-26 (HESES25) survey provides us with an early indication of the number of higher education students studying in 2026-27.
We will use this, along with individualised data supplied to the designated data body and the Department for Education, to calculate our funding allocations for 2026-27.
- All providers that are registered with the OfS in the Approved (fee cap) category are required to complete this survey.
- If providers do not have registered students in 2025-26 on higher education courses recognised for OfS funding purposes, they should contact us.
HESES25 guidance
The main HESES25 guidance document will set out the full requirements for the HESES25 return, including the funding rules and definitions used when completing the survey. This will be published in early October 2025.

Notification of changes to the HESES25 survey
Ahead of the publication of the main HESES25 guidance, we have published the Changes to 2025 student data surveys to inform funding: Notification of changes to HESES and MDS.
This publication provides notification of the changes that we intend to make for the HESES25 survey - this is to enable providers to begin to prepare their student record systems. The full technical specification will be published in the main HESES25 guidance in early October.
Important dates in the HESES25 process
Late October 2025 | HESES workbooks available to providers via the OfS portal. |
Noon, Thursday 13 November 2025 | Interim deadline for further education and sixth form colleges and academies to return HESES25 data. |
Noon, Thursday 11 December 2025 |
Interim deadline for all other providers to return HESES25 data. |
Friday 30 January 2026 | Deadline for providers to return HESES25 data that has been signed off as correct. |

List of recognised courses
In the HESES24 return, further education and sixth form colleges and academies entered data at a course level in the ‘Courses’ table, using the learning aim for each course.
A list of valid learning aims used to populate this table was taken from the Education and Skills Funding Agency (ESFA)’s 'Find a learning aim' service:

List of recognised courses
The HESES23 list of recognised courses applies only to further education and sixth form colleges and academies.
Within the HESES23 workbook is the courses table which can be used to enter information at course level for all students who start on or before the census date of 1 November.
The list of courses that we use to populate this table is taken from the Education and Skills Funding Agency (ESFA)’s 'Find a learning aim' service. The list of courses that is included in the HESES23 workbook was taken from the ESFA’s update of their learning aims database on Wednesday 11 October 2023.
We published the list of higher education courses from the ESFA’s learning aims database which were either included or excluded from the HESES23 workbook and details of the algorithms that we have used to populate the list.
