About the Teaching Excellence Framework (TEF)

We have evaluated how effectively the TEF 2023 ran and the impact it is having on improving the quality of students' experiences and outcomes.

The findings will help inform how we design, operate and communicate our approach in the future.

Research with higher education providers and student representatives

IFF Research explored the early impact of the TEF within providers and the effectiveness of our processes, based on interviews and a survey with staff members, and interviews with student representatives.

We also conducted a survey of the student representatives involved in submitting evidence to the TEF 2023, seeking feedback on their experiences of preparing a submission, their motivations, and the impact of their involvement.

Research with applicants

Savanta conducted research with prospective students on their understanding of the TEF, and how it informs their decisions on where to study. 

Estimated cost analysis

We analysed the estimated costs of the TEF 2023, including:

• costs for providers preparing TEF submissions
• costs for the OfS in delivering the exercise.
