Monitoring of capital funding allocated in the financial year 2024-25: Guidance for higher education providers
The OfS requires all higher education providers in receipt of capital funding in financial year 2024-25 to submit a monitoring return to account for their expenditure.
This guidance sets out the monitoring information required from all higher education providers that:
- received an allocation of formula capital funding in the financial year 2024-25
- submitted a successful bid for competitive capital funding for the financial years 2022-23 to 2024-25, and received payment towards it in the financial year 2024-25.
The deadline for returning monitoring information is 16 April 2025.

Individual workbooks will become available on the OfS portal on 26 March 2025.
Providers can use the template copy of the monitoring workbook below to draft their formal submission ahead of the workbook release on the portal.
