Regulatory case report for Stratford College London Limited: assessment against condition B3 at registration
This regulatory case report confirms that the Office for Students (OfS) has found Stratford College London Limited satisfies initial condition of registration B3 as part of determining its application for registration with us. The report briefly sets out why we reached this decision, including the contextual information we considered during our assessment.

The Office for Students (OfS) assessed the provider's performance in relation to student outcomes as part of determining its registration application in May 2023. Our assessment concluded that the provider's performance below our numerical thresholds was primarily as a result of the provider not having returned student data to the Higher Education Statistics Agency (HESA) since 2018-19 following the loss of specific course designation (SCD) in August 2018. This means that the outcomes of a large number of its 2016-17 and 2017-18 entrants are not reflected in the student record and are therefore contributing negatively to our student outcome measures.
The provider has not delivered higher education since the loss of its SCD at the end of the 2017-18 academic year. As part of determining its application for registration, the provider was subject to a quality and standards review by the designated quality body, which found the provider met all but one of the relevant core practices in respect of its planned future delivery of higher education.
The OfS therefore concluded that the provider's context justifies its student outcomes data because there were historical factors that explained its performance below threshold. We also placed weight on the provider’s plans to improve its performance and the credibility and sustainability of those plans. We will monitor the provider's performance as it recommences delivery of higher education in line with the approach set out in Regulatory advice 20: Regulating student outcomes.
