Approaches to strategic improvement described in TEF 2023 submissions
A central aim of the Teaching Excellence Framework (TEF) is to incentivise improvement of the student experience and student outcomes at higher education providers. We commissioned Professor Dilly Fung, a TEF panel member from the 2023 exercise, to explore the ways in which providers strategically manage change and quality enhancement as described in their TEF submissions.
The report is based on an analysis of the submissions of 33 providers whose TEF 2023 rating was higher than their previously held TEF rating. It considers providers’ accounts of how strategic changes have been planned, of specific steps that have been taken, and how providers set about evidencing these improvements.
