Evaluation of access and participation plan reforms

Introduction

This is the second year of our new approach to access and participation plans. The plans are a regulatory mechanism to ensure providers support access, success and progression for underrepresented and disadvantaged students. The importance of this has become even greater during the pandemic.

On these pages you will find a commentary from the director for fair access and participation on progress since the new reforms, taking into account the effects of the pandemic, an independent evaluation of how the reforms are driving change in provider behaviour to create equality of opportunity and a response from the OfS to this evaluation.
